Objective of the Society : -

Financial, Social and Educational Upliftment of Backward Classes on par with other developed sectors in the society. 

The District is the Southern most Coastal District.  The Backward Classes Population of the District is nearly 11.30 against the total district population 29.35 constituting 38.50% of the District Population. 

In the District nearly 30 communities are there in the backward classes.  The Backward Classes are predominantly engaged in Agriculture and Allied Activities and are in different artisan trades.

The District Backward Classes Service Co-Op. Society Ltd., Nellore was established on 20-12-1976 with the objective of Financial, Social and Educational Upliftment of backward Classes on par with other developed sectors in the society. 

To achieve the objective the society is implementing the following schemes. 

 

THE FOLLOWING SCHEMES ARE BEING IMPLEMENTED BY THIS SOCIETY:

 

1).  20% Margin Money Scheme (Bank Tie-up) : - 

Aim of the scheme :-   

To enhance livelihood of B.Cs through Self Employment. 

Eligibility Criteria :-   

a). The beneficiary should belong to B.C. Community.

         b).  Annual Income should be less than 30,000/-.

Amount of Assistance :-   

A maximum of Rs. 5,000/- to individuals and a maximum of Rs.20,000/- to groups.

 Selection Process :-   

a).  The groups/beneficiaries (individuals) identified by Mandal level team, will be selected by Dist. Level Committee headed by  the Dist. Collector. 

b).  Women/Men or mixed groups with a min. of  10 members having savings of   Rs. 50/- per month are eligible for this scheme. 

 

 

 

Loan Details :- 

a).  For Individual loans a max. of Rs. 5,000/- (20% of unit cost).

b).  For Group loans a max. of Rs. 20.000/- (20% of unit cost).

c).  For rural women depending upon the availability of funds (Bank Tie-up Schemes) DRDA will provide  subsidy  and to the same extent bank loan portion will be reduced.

d).  For physically handicapped 3% reservation is being implemented and for Bank Tie-up Schemes.

Financial Allocation :- 

a).  B.C. Corporation (Margin Money) - 20%.

b).  For Individual beneficiaries a max. of Rs. 5,000/-.

c).  For Groups a max. of Rs. 20,000/-.

d).  Bank Portion 70% of the Unit cost.

e).  Beneficiary Contribution 10% of the Unit cost.

Interest :-  @ 6.5% per annum.

Note :-  For the individuals wiling to be benefited under this schemes belonging to rural areas should submit their applications through MPDOs and for those residing in urban areas should submit applications through concerned Mun. Commissioners.  The beneficiary should arrange 2 sureties.

2). National Backward Classes Financial Development Corporation, New Delhi sponsored schemes:

Aim of the scheme :-  Enhancement of livelihoods of B.Cs. through Self Employment.

Eligibility :- 

            a).  Belong to Backward Class Community.

            b).  Annual Incomes less than Rs. 31,952/-.

            c).  Between 18-45 years of age groups.

Units :-  Agriculture and Allied Sectors.

a).  Provision of Bore Motors, Oil Engines, in Agriculture and Allied sectors.

b).  Provision of Auto Rickshaws (limited no.) under Transportation scheme. 

c).  Provision under Commercial services like provision stores, Fancy Stores, Tailoring Units, Cloth Business, Xerox Machine, Book binding units etc.

Financial Allotment :- 

B.C. Corporation loan        -           85%

Beneficiary Contribution   -           15%                

Interest :-  7% Annual Interest Rate, in 60 equal instalments. 

Note :-  

a).  Under this scheme, beneficiaries belonging to rural areas should submit their applications duly certified by the concerned MPDOs, for beficiaries belonging to urban areas they should submit their applications duly certified by concerned Mpl. Commissioners.

b).  The beneficiary should arrange 2 sureties.

c).  For Rs. 50,000/- loan, a Govt. Employees surety or post-dated cheques from a nationalized bank or property mortgage document are essential.

3).New Swarnima (Sponsored by National Backward Classes Financial Development Corporation): -

Aim of the Scheme :-  This scheme is implemented exclusively for Backward Classes women. 

Eligibility :-  Women Beneficiaries belonging to backward classes with an annual income less than Rs. 15,976/- are eligible. 

Units:- Under this scheme commercial petty business like bangle stores, cloth stores, provision stores, vegetables vending, fruits, petty business, beauty parlour, cut pieces, tailoring etc., are encouraged. 

Financial allocation: -  

B.C. Corporation Loan         -          95%

Beneficiary Contribution     -           5%                                     

Period of Recovery :-  36 months

Interest Rate: -  4%

Note: -

1). Eligible beneficiaries should send their applications through concerned MPDOs /  Mpl. Commissioners.

2). The beneficiary should arrange 2 sureties, out of which one should compulsorily be a Govt. Employee, or should submit post-dated cheques in favour of Executive Director, DBCSCS Ltd., Nellore or should arrange for mortgage of property documents.

4). Micro Credit Finance : -

 Under this scheme both individual and groups (SHG) loans are implemented.

Aim of the Scheme: -  To encourage Self Financing among the members of the SHGs.

Eligibility: - 

a).  SHG members  belonging  to Backward  Community.

b).  Should fall under BPL.

c).  Should be a min. of 10 members in a groups.

Loan: -  Rs. 25,000/- 

Interest: -  5% per annum.

Repayment: -  Repayment should be in 18 equal instalments. 

Certificates to be enclosed: -

a).  18 post-dated cheques.

b).  Income, Nativity & Caste Certificates.

5).  Educational Loan (Technical/Vocational Courses): -

Sponsored by National Backward Classes Financial Development Corporation, New Delhi.

Aim of the Scheme: - To encourage backward class beneficiaries pursuing Vocational/Technical courses.  Under this scheme beneficiaries who have secured seats in Technical/Vocational courses are extended financial assistance during their academic period and once course is completed and they take up practice the extended financial assistance is recollected with meager interest rates.

Eligibility: - 

a).  Beneficiaries studying Engineering, Medicine (Ayurvedic, Dental, Unani and Homeo), MBA, MCA, Hotel Management etc., in state, interstate, internationality (recognized) universities are eligible.

            b).  Annual income should not exceed a max. of Rs. 42,414/-.

            c). 33 1/3 reservation for women candidates.

            d).  3% reservation for disabled.

Selection: -

Based on marks secured in the eligibility test, annual income etc., Dist. Selection Committee headed by Dist. Collector will shortlist beneficiaries and arrange them in a roster  depending on the Dist. Target.

Interest: - 

4.5% per annum.  There is incentive of 0.5% for the beneficiaries who pay the loan regularly.

Financial Outlay: - 

Based on course fee structure produced by the beneficiary, not more than Rs. 30,000/- per year and not more than Rs. 1,20,000/- for complete course completion.

Securities: -

 

a).  2 Govt. Employees with min. 12 years of  balance service (or).

b).  Property mortgage on par with the amount of loan requirement.

Applications forwarded by concerned college heads should reach this office before the last date for receipt of applications.

6).  Dhobhighats: -

Aim of the Scheme: -

To provide infrastructural facility in the form of construction of Dhobhighats to the Washermen Community so as to enable them to undertake their occupational activity in a decent, dignified and hygienic manner.

Unit Cost: -

Unit Cost of Rs. 1,00,000/- for each dhobhighat with 90% i.e., Rs.90,000/-infrastructural subsidy and 10% i.e., Rs.10,000/- should be borne by the society as their contribution.

Rules: -

a).  All members in washermen community should form a society and has to register this society under Co-Op. Act.

b).  A Gram Panchayat resolution to be passed indicating the transfer of suggested dhobhighat land to Rajaka Co-Op. Society or the land can be provided by concerned MRO.

             c).  Ground Water feasibility certificate by Ground Water Department.

             d).  Electric Feasibility Certificate by Electric Department.

             e).  Dhobhighat maintenance resolution by Rajaka Co-Op. Society.

After receipt of proposal fulfilling all the norms mentioned above the proposals will be kept before Dist. Rajaka Society and after discussions the proposal will be sanctioned.

6).  Rajiv Abhyudaya Yojana: -

This scheme is being implemented in Urban Areas only by the Society.

 

a).  Aim of the Scheme:  To provide economic assistance to the Backward Classes.

 

b) Types of schemes :   This scheme consists of two types, 1. Working capital and 2. Supply of tool kits.  Working Capital scheme is meant for individuals only and under Supply of Took Kits programme 75% of the units have to be provided to groups consists @ 3 members for group.

 

c) Unit cost : The unit cost for working capital is Rs.30,000/- whereas for supply of tool kits the unit cost varies from Rs.20,000/- to Rs.100,000/-.

 

d).  Eligibility:  All the Occupational groups belonging to the Backward Classes in the Districts engaged in the said traditional occupation and who are in the below poverty line.

 

e).  Selection Pattern:  The Municipal level committee consisting of concerned Municipal Commissioner and Service Area Banker will identify beneficiaries and scrutinize the applications and forward to the Dist Level Committee consists of District Collector as Chairman, PD, DRDA, and respective Asst Directors of departments and ED, Dist BC SC Society Ltd., as Convener.  The Dist level committee finalise the lists considering the objective criteria like occupational status, income level, viability and feasibility aspects.

 

f).  Funding Pattern:  10% of the unit cost as Beneficiary contribution, 20% State Govt. Term Loan and banker has to provide 70% of the unit cost.

 

e).  Rate of interest:  The State Govt. Term Loan amount will be recovered with 6% interest within 36 months with 6 months moratorium period.
