The A.P.State Housing Corporation came into existence on 5.7.1979 as a Government company registered under the companies act. 1956. It is having Branch Offices in every District in the State. The objective of apshcl was, implementation of weaker sections housing programme in rural and urban areas by guiding the beneficiaries in construction of their houses on self-help basis. Similarly through N.K / SNKs the low cost housing technology was being propagated by educating the beneficiaries to use N.K. materials, like pre-fabricated rcc door frames, window frames, blocks etc., there by totally avoiding the usage of wood substance in construction activity. In nellore district from inception to 31.03.2007 294681 houses were sanctioned out of which 288809 houses were completed with an expenditure of Rs.478.693 crores (Annexure - I).
As per the present position all the backlog houses are planned to be completed with in this year.

The Nirmithi Kendras / Sub Nirmithi Kendras / R.B.C., are registered as societies the aim of which was propagating low cost housing technology discouraging the usage of wood and wood substance in construction activity. The APSHCL would utilise the products produced by N.K.s by giving advances for production of materials. In Nellore district the following N.K./ Sub N.K.s are presently functioning covering in 3 divisions. 1. NELLORE DIVISION. a) Nellore Nirmithi Kendra b) Atmakur Sub-Nirmithi Kendra c) R.B.C. Venkatachalam 2. KAVALI DIVISION. a) Duttalur Sub-Nirmithi Kendra 3. GUDUR DIVISION. a) Naidupeta Sub-Nirmithi Kendra Apart from these Mandal Level and Village Level Nirmithi Kendras are being planned to provide better service to the housing beneficiaries by supplying the material at the doorstep of the beneficiaries.
CASH (CENTRAL ACCOUNT SYSTEM FOR HOUSING): A new system of payment namely, CASH (CENTRAL ACCOUNT SYSTEM FOR HOUSING) was formulated for Housing. Under this new payment system, accounts are opened in the name of the beneficiaries and the funds are transferred directly into their accounts. Payments have been centralized and all the housing funds are kept in the main branch of the banks at Hyderabad. The P.R.O. (Payment Release Order) containing the names of the beneficiaries who have to be made payments as per the stages attained is released to the Bank, which in turn forwards the P.R.O. to the main Branch at Hyderabad. The main Bank Branch releases the payment to the branch office, which transfers the amount payable to beneficiary directly into his/her account. STAGE WISE PAYMENTS (INDIRAMMA) URBAN Unit Cost = Rs.40,000/- Administrative charges Rs.1200/- + B.C. Rs.2000/- + A.F. Rs.100/- = Rs.3,300/- Net Payable = Rs.36,700/-

The Government of Andhra Pradesh have launched the INDIRAMMA (Integrated Novel Development in Rural Areas and Model Municipal Areas) Housing programme in 2006-07 to provide pucca houses for the shelterless poor people of this State. The programme is aimed at covering all the Grama Panchayats and Urban areas in the State in three phases. 1/3 of the G.P.s will be selected under each phase of INDIRAMMA under which selected beneficiaries will be sanctioned pucca houses. The programme will be completed in March 2009. INDIRAMMA PHASE-I (HOUSING)
In Nellore District 75486 houses were sanctioned in rural areas covering 381 Grama Panchayats and 12202 houses have been sanctioned in urban areas covering 47 wards in Nellore Municipal Corporation, Kavali, Gudur and Venkatagiri Municiapalities under INDIRAMMA Phase-I Programme. Out of these 36826 houses were completed in Rural areas and 1109 houses were completed in urban areas as on November 2007. The mandal wise details are given in the table below.

Spill over houses, which were constructed prior to INDIRAMMA programme, but were left incomplete due to various reasons are converted into INDIRAMMA housing programme under Phase-I. Houses constructed prior to 1995-96 which are in a dilapidated and badly damaged condition are also converted into INDIRAMMA. The criteria being that the beneficiary has to construct his house upto B.L. stage for inclusion into INDIRAMMA. At present this facility is being extended only for INDIRAMMA Phase-I programme only. INDIRAMMA PHASE-II (HOUSING)
Under Phase-II of INDIRAMMA programme which was launched recently i.e. on 20.09.2007 and during the INTINTA INDIRAMMA programme conducted in September, 2007 documentation has been completed for 97582 houses covering 388 Grama Panchayats 20251 houses in Urban areas and the process of online computerization of beneficiaries data is in progress. The INDIRAMMA Phase-II programme is still in the early stages.
INDIRAMMA PHASE-III (HOUSING)
Under Phase-III of INDIRAMMA programme 197 Grama Panchayats, which were left over after Phase-I and Phase-II of INDIRAMMA programme have been selected. The Government have issued instructions for preparatory work of INDIRAMMA Ph-III. The programme is yet to be started.
